I'm afraid quite a few of those accounts are would be spammers who have not yet tried to post. As soon as they attempt to post spam and hit the moderation queue they get zapped, but until they do I give them the benefit of the doubt.

Yep. I found out what was happening, that there were a lot of automated sign ups which would wait a few days and then try and send spam. I found a useful site, http://www.stopforumspam.com/ where I could do a check on the IP address and/or email used in the sign up process and zapped all that showed up as spammers.
Also, instead of relying on a Captcha scheme to authenticate sign ups (which obviously wasn't working), I added a field that added a simple question about PoA. Since spambots don't generally play on PoA they have problems getting past that point and the flood of automatic sign ups has stopped.
