just wondering, is the server supposed to go to lvl 40 ?

No. That would be unbalancing.
I've just done a check on the start up script and I seem to have dropped the maximum level setting at some point, probably by way of a botched edit. I've put the setting back in and it will take effect next reset. If this causes problems for anyone in terms of existing characters, please let me know either here or in a PM and I'll do my best to sort things out.

I can't play log on to one of my characters. I am assuming it is higher than level 20.

Hello. Yes that will be the problem. Please let me know the name of your character, either here or in a PM and I'll de-level back to 20.
